USDA’s School Meals Program

Rooted School Vancouver participates in the USDA’s National School Lunch Program and School Breakfast Program.

The National School Lunch Program (NSLP) is a federally assisted meal program operating in public and nonprofit private schools and residential child care institutions. It provides nutritionally balanced, low-cost or free lunches to children each school day. The program was established under the National School Lunch Act, signed by President Harry Truman in 1946.

The School Breakfast Program (SBP) provides reimbursement to states to operate nonprofit breakfast programs in schools and residential childcare institutions. The Food and Nutrition Service administers the SBP at the federal level. State education agencies administer the SBP at the state level, and local school food authorities operate the program in schools.

Food Service Meal Charges

It is our school’s intent to ensure all students have access to healthy and nutritious food regardless of income levels. The District acknowledges that at times there may be financial barriers that prevent families from being able to pay for meals in a timely manner. As a result, the District has established the following framework to outline its procedures for the management of food service meal charges.

Obtaining Financial Assistance

Families in financial need will be provided an application to determine eligibility for the free and reduced meal program.

Lunch & Breakfast Charges

Students will be allowed to charge foodservice costs to their student account for reimbursable breakfast and lunch meals only. Parents/Guardians are responsible for paying all meal charges on the student's account. Rooted School does not permit students to charge any amounts for a la carte items (snacks, beverages, etc). Parents wishing to not allow charged meals can request so by contacting our director of operations at angie@rootedschoolvancouver.org

Employees/Contracted Staff are not permitted under any circumstances to charge meals or other items on account.

Communication

Rooted School will provide written notification to all parents at the beginning of each school year of these procedures through the annual notification to all parents. In addition, we will send weekly notifications through ParentSquare to all families when their balances become negative, or for outstanding fines and fees owed.

Collections Process

Returned payments will be removed from the available food service balances for affected students. Families with more than $25.00 in total outstanding fines and fees will be subject to our schools collections process.

Families can contact the individual school buildings or the Business Services Department to make payment arrangements for outstanding student fees or Food Services Department for outstanding food service charges. When setting up payment plans, Rooted School will consider the family's available resources, and the amount of the outstanding debt to determine the payment levels and time period for which payments are to be due.

USDA Non-Discrimination Statement

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
